The debt ceiling negotiations are over, August is here and the remaining weeks of summer beckon. We expect the remainder of the 112th Congress to fixate on policy prescriptions for the ailing economy, spending priorities and must-pass reauthorizations, which leaves little oxygen for debates over foreign policy and less pressing domestic issues. Policy makers recognize that a limited window exists for legislating before presidential politics casts its sizable shadow over Capitol Hill. In our view, that timeframe is September - June, 2012.
Despite the agreement reached earlier this week to raise the debt ceiling, the issue will dominate the fall legislative agenda. Watch both parties try and score political points over the next eight months, as they look to shape the narrative heading into the 2012 election cycle.
